What type of lamps use ballasts?  All gas discharge lamps, including fluorescent lamps, require lighting ballasts in order to operate.  The ballast provides the correct voltage for startup as well as the right energy flow to run the light. So if your fluorescent lights start to flicker or make a humming noise, the cause is a degrading ballast that needs to be replaced.  Usually a ballast can last several years, however, the lifespan can be significantly decreased based on bad bulbs or the environment.
